Forty years. Two sides of the table.

Steven Pope's career spans HM Customs & Excise, the British Customs Attaché role in the DACH region, HM Treasury, HMRC, and the IMF's Fiscal Affairs Department — followed by a decade in senior private sector leadership, most recently as Vice President at DHL Group, where he built GoTrade from scratch during Covid into a programme operating across 220+ countries. In December 2023, the United Nations recognised GoTrade as the Best Private Sector Initiative for Trade Inclusion.

That combination — government enforcement, diplomatic service, Treasury policy, IMF advisory, and global corporate leadership — is genuinely rare. Most advisors have sat on one side of the table. Steven has sat on both.

He has served as Chair of the Trade & Investment Commission at the International Chamber of Commerce, and holds a Senior Fellowship at the High Level Group's African Partnerships Commission in Brussels.

Today Heterodox Global Advisory works with governments, development finance institutions, and corporations on trade-based economic development — where the measure of success is always the same: real jobs, measurable income growth, and sustainable revenue that outlasts the programme cycle.

Steven also serves as Partner at BOC Consult GmbH, working with corporations and investors on trade compliance architecture, regulatory risk, market access strategy and supply chain resilience.
